Fluffy Embroidery Stitches

I remember doing a stitch that could be trimmed to make a fluffy cat and am doing a Santa that I thought possibly I could recreate that stitch and give Santa's beard some texture. Any suggestions?

This sounds like a technique used in punchneedle embroidery. Are you talking about punchneedle or crewel embroidery?

Ghiordes Knot

I think the stitch you are looking for is called Ghiordes knot. It is also called Turkey work.

Fluffy Stitch

I remember doing that stitch too, on a sampler and no it was not with a punch needle it was done by hand. Did you find an answer to your question? That sampler I did had a number of stitches on it that were dimensional, but not like anything I am finding anywhere on the net.
